Thepilot free trade zone is a test field for China to actively adapt to the new trend of economic development and the new changes in international economic and trade rules, and promote reform and development through opening up. On September 24, 2020, China (Beijing) pilot free trade zone was officially unveiled, including three areas of scientific and technological innovation, international business services and high-end industries, with an implementation scope of 119.68 square kilometers.
Li Fuying, director of the Beijing Municipal Bureau of justice, said that it is necessary for Beijing to formulate special local regulations to provide a more solid legal guarantee for the development of the pilot free trade zone. Thedraft consists of 11 chapters and 72 articles, which are divided into general provisions, management system, investment opening and trade facilitation, scientific and technological innovation, digital economy development, financial services, opening of advantageous industries, coordinated development of Beijing, Tianjin and Hebei, government management innovation, talent guarantee and supplementary provisions.
Thedraft stipulates that the pilot Free Trade Zone shall implement the pre admission national treatment plus negative list management system for foreign investment according to law; Areas outside the negative list shall be managed in accordance with the principle of consistency between domestic and foreign investment; Enterprises with foreign investment shall enjoy all policies of the state to support the development of enterprises on an equal basis according to law.
Thedraft proposes to encourage the pilot free trade zone to attract internationally renowned R & D institutions and scientific and technological service institutions; Cultivate academic activities with international influence and promote the opening and sharing of major scientific and technological infrastructure around the world; Explore the construction of a dedicated Internet data channel to provide communication service guarantee.
Thedraft also encourages the pilot free trade zone to explore international cooperation in the digital field, participate in the formulation of international rules, achieve mutual benefit in cross-border data transmission and other fields, and promote the construction of international information industry and digital trade port on the premise of controllable risk.
